There are more changes required for python, eg python/cpython#149102 IMO it's better to delay this PR until OpenSSL 4.0 support has landed in upstream python (3.15) and other packages, merging now and trying to backport stuff seems too risky to me |

Prepare for OpenSSL 4.0.0 - April 14, 2026
OpenSSL is now released, addons will be required to be rebuilt against major version ssl.4
Run tested with LE13 on x86_64
